Amusingly or tellingly, earlier in the book the mass-murdering totalitarian communist icon Stalin is referred to as ‘The Leader of All Progressive Mankind” - just to remind one of where this wonderful progress led back in the day. Just because you’re progressing somewhere doesn’t mean it’s necessarily somewhere you might particularly want to end up.
